Regional Commissioner

Purpose

The AYSO volunteer position of Regional Commissioner is intended to have the responsibility and the authority to manage the day-to-day business of the Region as described in Article III of the Standard Regional Guidelines within the framework of the AYSO operation regulations. The RC is nominated by the sitting regional board for a term no shorter than one (1) year to a three (3) term. The nominating vote is to be properly conducted via the process defined in the AYSO Resource book, documented and recorded in the minutes of a regional board meeting. The RC is approved by the Area Director and Section Director and only becomes an Executive Member once the National Board of Directors appoints them by vote. National Bylaws 7.

The role of the Regional Commissioner serving in the capacity of an AYSO Executive Member is overseeing the regional strategy, finances, volunteer recruitment, scheduling, Regional and National Rules and Regulations, Policies and Protocols, National Policies and Bylaws, Regional growth and most of all ensuring the program supports the AYSO Mission Statement of “Developing and Delivering a Quality Youth Soccer Program.

-= Specific Duties and Responsibilities =
-The Regional Commissioner is expected to perform their duties consistent with the directions as detailed in the training, certification, and continuing education provided by AYSO for this position including:
-#Support the AYSO Vision, Mission, and National Programs in both specifics and spirit;
-#Collect and disburse fees in a fiscally responsible manner, maintain records and submit reports as required by the National Office;
-#Appoint, at a minimum, a Treasurer, and a 3rd volunteer who is CVPA trained, then where possible appoint a Registrar, a Safety Director, a Regional Coach Administrator, and a Regional Referee Administrator; Publish Regional guidelines for the operation of AYSO within the Region which conforms to all provisions of the Standard Regional Guidelines;
-#Comply with the Soccer Accident Insurance plan and submit insurance claims according to current procedures;
-#Budget for and participate at AYSO’s annual business meeting, the National Annual General Meeting (NAGM);
-#Oversee dispute resolution within the Region pursuant to Article Nine of the guidelines and AYSO operating regulations;
-#Maintain oversight of the Regional Treasury by reviewing Region canceled checks, bank statements, the National Accounting Program (NAP) reports, and periodically, internal financial control procedures in order to ensure fiscal responsibility.
-#Preside at all Regional Board Meetings;
-#Regional Commissioner or delegate attended at least one Area meeting or Area conference call that was offered during the past year; and
-#Maintain close liaison with the Area Director and the Section Director and coordinate all extra-Regional activities through the Area Director.
