BILL Spend and Expense (Divvy) – Our Credit Card program

BILL Spend and Expense (formerly Divvy) is our credit card program made available to AYSO Regions (excluding affiliates). Each Region is assigned a credit line based on player count. The credit line belongs to AYSO and is not linked to anyone’s personal credit line. To request a credit line increase please reach out to your section director.  One way to temporarily increase your credit line is to make a pre-payment or change the payment frequency.

Regions are not allowed to apply for or use any other credit card.

The DIVVY Card can be used to pay for various expenses including but not limited to:

  • AYSO fees in the RMS.
  • Volunteer Membership Program ($25) if the Region decides to pay for the volunteers.
  • Player uniforms.
  • EXPO and NAGM registrations.
  • Travel expenses incurred in connected with AYSO meetings and events.

Advantages

  • Make purchases anywhere Mastercard is accepted (VISA coming soon).
  • Process reimbursements to volunteers and outside vendors with electronic bank transfers (ACH).
  • Customize auto-pay and other payment settings
  • Immediate visibility of transactions online (web browser) or in the app (phone)
  • Physical cards and Virtual Cards available
  • Reduce fraud, pay vendors with a credit card instead of sending a check in the mail
  • Easy to cancel cards and deactivate users by a click of a button, typically no phone call is necessary
  • Categorize transactions with AYSO chart of accounts (formerly NAP codes) in Divvy online or in the app
  • Categorize transactions and manage receipts through Divvy (Web browser and or Mobile App)
    • Receipts are saved in Divvy for 7 years
  • Multi Factor Authentication for added security
  • Reduce the need for reimbursement checks by utilizing Divvy Reimbursements
  • Create spending limits (i.e. budgets) by card, by user, by month, one time, etc. Many options available.
    • Budgets are a way to monitor and assign spending limits, and do not need to be linked to the actual regional budget
  • Get cash back Rewards

Card Being Declined?

What You Should Do If Your Card Is Declined

At this time, the fastest and most reliable way to clear a blocked card is to use the BILL/Divvy chat feature:

1.    Open the help.bill.com site or the Divvy Help Center.

2.    Use the Chat option to report the transaction as valid.

Proposed message if you tried to register for NAGM and the charge was declined below:

We are trying to register for an event, but the charges were declined for suspicious activity. This is a valid vendor as the registration platform for our annual National Annual General Meeting.  There are 400+ accounts under the American Youth Soccer Organization credit umbrella, and many will be trying to register for this conference. Now the card is on hold and needs to be active, and the AYSO NAGM charges need to be approved.  

3.    Wait at least 24 hours (longer on weekends) for the card to be cleared.

4.    Do NOT swipe the card again while it is blocked.

Repeated attempts can extend the block and delay the fix.

Why Chat Instead of Calling?

While the number on the back of the card suggests phone support, many users—including members of our leadership team—have waited on hold for 30–55 minutes only to be told that phone support cannot clear Divvy cards for AYSO accounts.

To avoid wasting your valuable time, please start with chat only.

Why This Is Happening

Divvy/BILL uses automated fraud detection. Unfortunately:

  • There is no way for AYSO or Divvy to whitelist trusted or frequently used vendors.
  • Even regular, valid purchases may trigger blocks.
  • Online and cardnotpresent transactions are more likely to be flagged.

We Understand the Frustration

We know this situation is far from ideal. BILL/Divvy remains our only viable option at the moment because it provides the budget tracking, permissions, and integrations that align with AYSO’s structure. We are actively researching alternative card solutions, but so far we have not found another system that meets AYSO’s operational needs.

We truly appreciate your patience as we work through these limitations.

Tips to Reduce Future Declines

As shared previously:

  • Use virtual cards for online purchases and recurring subscriptions.
  • Use your physical card only for in-person transactions, whenever possible.
  • Check your Divvy app under Transactions to see why a decline may have occurred.
