Automated Electronic Defibrillator (AED)

AED are used to help people experiencing sudden cardiac arrest by analyzing the heart's rhythm and delivering an electrical shock to restore a normal rhythm. The state of New York has mandated the presence of AED's and CPR/AED trained AYSO volunteers at AYSO functions. This program is limited to Regions and Areas in the state of New York at this time.

New York

Plan Requirements

New York state law, effective May 22, 2024, requires youth sports organizations, including AYSO, to provide an AED and a trained provider at every AYSO function including games, practices, camps and clinics. A Public Access Defibrillation (PAD) Program must have the following elements:

  1. Medical Direction - New York State licensed physician or New York State based hospital knowledgeable and experienced in emergency cardiac care to serve as Emergency Health Care Provider (EHCP) to participate in a written collaborative agreement.
  2. Appropriate Number of AED Devices - Select an AED that is in compliance with the Article 30, section 3000‐B (1)(A) which must be programmed to the current Emergency Cardiovascular Care (ECC) Guidelines, and capable of defibrillating both adult and pediatric patients.
  3. Accredited Training in the Use of AED - Select and use an approved PAD training course for AED users.
  4. 911 Emergency Medical Services - Provide written notice to the 911 center in your county of the availability of AED service at the organization’s location.
  5. PAD Program Plan - Regions or Areas registering players, must provide a copy of your written PAD Program Plan and signed Collaborative Agreement to your Area Director or Section Director, respectively.
  6. Post Event Reporting - Every use of an automated external defibrillator on a patient shall be immediately reported to the appropriate local emergency medical services system, emergency communications center or emergency vehicle dispatch center as appropriate and promptly reported to the emergency health care provider.

AED Requirements

To prevent catastrophic outcomes, AED's must be accessible and properly maintained, these requirements include:

  1. Testing and Testing Log - each AED must be tested monthly in accordance with the manufacturer's guidelines. Testing date, time, and name of person conducting the test must be logged. An image of the log entry should be photographed for the date and time stamp and emailed to your designated PAD Coordinator (CVPA or Safety Director, as suggestions).
  2. Replacement of Consumables - AED Consumables primarily include the battery and pads. Replacement is required after use or as indicated during testing.
  3. Post Use Protocol - After use, your AED must be tested and all consumables replaced.

Program Support

In an effort to support the Areas and Regions compliance with New York state AED requirements, AYSO has negotiated an agreement with Cardio Partners. The agreement is a comprehensive approach to a PAD Program and includes equipment, services, and if elected, training of eight volunteers per AED purchased through a Purchase Plan.

Equipment Purchase Plans

The pricing listed below is per AED and includes services as outlined in the Kit details for the number of years equivalent to the payment term. Also included in the tables is the estimated cost of equipment, training and consumables over the 8 year warranty period. Training is calculated based on 8 volunteers x $75 per participant, as offered by Cardio Partners where not included in the term, and each of the required 2-year renewal periods, battery and pad replacement assumes a single replacement in year 4 of ownership and does not consider the replacement of consumables in the event of use.

Kit Details

ESSENTIALS KIT:  Includes Philips FRX AED device and services listed below in Sections 1 through 4.

ADVANCED KIT:  Includes Philips FRX AED device and all services listed below.

  1. AED INSTALLATION SERVICES:  For each AED purchased under an Equipment Purchase Plan, the Area or Region will be provided delivery and installation of the AEDs to the designated locations by Cardio Partners.  Cardio Partners will also test the AEDs to ensure they are rescue ready as part of the installation.
    • Initial and ongoing analysis which meet industry standards, of where AED units are required, including determination of the number of units needed to meet applicable laws, guidelines, and regulations.
    • Completing agency notification pertaining to AED installation, where required.
    • Access to compliance management online portal
    • Review known and/or anticipated county-level, city-level and other local AED requirements (i.e., proposed bills) to provide the Area or Region an assessment report that meets industry standards.
    • Assistance with registration of the Area or Region's AEDs (when required by law).
  2. AED COMPLIANCE MANAGEMENT SERVICES:  For each AED purchased under an Equipment Purchase Plan, the Area or Region shall be provided AED compliance management services as follows:
    • Cardio Partners will set up each AED and will maintain the AED and CPR training records
    • Access to the AED Law Center which shall include direct access to a database of local and state regulations regarding AEDs and/or CPR training
    • Monthly AED inspection reminders, expiration date tracking of pads, batteries, and training, post event support, and where required by law or regulation, medical direction and EMS notification.
    • In the event an AED has been used in a response to a cardiac event during the term of the Schedule (“Cardiac Event”), Cardio Partners will provide the following support:
      1. Contact the the Area or Region location within twenty-four (24) business hours or the following business day of being notified of the Cardiac Event to review the post event process with the Area or Region.
      2. Notify local EMS of the Cardiac Event within the time period required by applicable law and/or regulation; and provide the Area or Region with proof of notification which shall be viewable in the web portal.
      3. Send a loaner AED to the location via overnight shipping to arrive on the next business day.
      4. Replace the AED pads and CPR Response Kit.
      5. Provide a written summary report of the Cardiac Event data and data analysis.
  3. CUSTOMER SERVICE SUPPORT: An Account Manager will be assigned to the Area or Region and will be the single point of contact for all matters related to  the Agreement. Cardio Partners will respond to questions and service requests within twenty-four business (24) hours.
  4. ON-GOING AED MAINTENANCE SERVICES (“MAINTENANCE PROGRAM”): including on-site inspections, consumables replenishment and compliance services.
  5. TRAINING PROGRAM American Red Cross (or equivalent) certified CPR/AED training. An American Red Cross (or equivalent) certified Adult/Child CPR/AED training course will be scheduled every two (2) years for eight registered volunteers for each AED.

Support Program for Existing Equipment

If you have access to the appropriate number of AED's, but would like program support (Sections 2-5 above), maintenance, compliance and training can be purchased 3-years at a time. Amount listed is the annual payment made for 3-years.
