To edit the Wiki UI, you must be a member of XXX (Todo: Jeff, write this down) group.
The text in the upper left can be found at MediaWiki:Secondary-menu - It's a nested list where top level list items are the items that appear on the page, and sub items are in the drop-down menu.
The items on the left sidebar can be found at MediaWiki:Sidebar-menu
