To edit the Wiki UI, the user should be a member of the "interface administrator" group here: https://wiki.ayso.org/wiki/Special:ListUsers?username=&group=interface-admin&wpsubmit=&wpFormIdentifier=mw-listusers-form&limit=50
The text in the upper left can be found at MediaWiki:Secondary-menu - It's a nested list where top level list items are the items that appear on the page, and sub items are in the drop-down menu.
The items on the left sidebar can be found at MediaWiki:Sidebar-menu
The items in the second-to-the-right bottom bar can be found at MediaWiki:Footer-menu-right.
MediaWiki:Footer-menu-center is defined but is not used anywhere.
