<br>
AYSO is renowned for our robust referee program developed specifically for volunteer referees. To complement our age-appropriate programs for players ages 3 to 19, AYSO has comprehensive and practical training for today’s match officials. To our credit, US Soccer has adopted much of our training and a number of our programs as their own.

AYSO's 8U Official in-person course trains volunteers as young as 10 years old to officiate in 8U matches.

That said, most volunteers begin by taking the Regional Referee Course which provides the basic aspects of refereeing needed to officiate youth AYSO matches (10U and below) under IFAB Laws of the Game and AYSO National Rules & Regulations. Building on an initial rewarding volunteer experience, many referees pursue upgrades to Intermediate Referee (12U and below), Advanced Referee (14U and below) and National Referee (19U and below).

To provide an upgrade path for our Youth and Adult volunteer officials, AYSO Referee Instructors work with AYSO Referee Assessors to train and mentor you as you enhance your skills as Referees.

Why do this? It’s fun and easy. Jump in today. Better yet, bring a friend.

Health & Safety Training
All Referees must annually register as a volunteer and complete an annual background check and have current training certifications:

*AYSO Safe Haven
*CDC Concussion Awareness
*Safesport (required annually)

All of this required training can be found in AYSOU.

Additionally, California, Indiana, Maryland, Ohio, Tennessee, Washington require completion of Sudden Cardiac Arrest training. AYSO recommends that all referees complete this.

Finally, California AB 506 requires California volunteers who have direct contact with children 16 hours a month or 32 hours per year, which applies to most coaches, referees, team parents, and board members who spend 2 or more hours on the field weekly, to have a one-time background check as approved by the California Department of Justice. This background check is known as LiveScan. Details can be found here.

Referee abuse will not be tolerated. We're asking everyone to do their part by knowing the rules, reporting referee abuse, and embodying behaviors that represent the best of us.

Respect the Call
Referee abuse will not be tolerated. We're asking everyone to do their part by knowing the rules, reporting referee abuse, and embodying behaviors that represent the best of us.
Help your Region collaborate more effectively with smart, secure business apps like Gmail, Docs, Calendar, and Drive, so you can focus on what matters. With Google Workspace for Nonprofits, your Section, Area, or Region can create official AYSO Region email accounts for your board, free of charge.

The AYSO Tax ID is no longer able to be used to create new free Google Workspace for Nonprofits accounts. However, Sections/Areas/Regions are able to join the official AYSO Google Workspace account for free. Read more below, including instructions for requesting access to Google Workspace for your SAR.

Requirements
To have your Google Workspace account set up, you must meet the following requirements:
*The Office must manage your domain (you can transfer it if needed, Transfer your domain to the AYSO office)
*Your domain must contain AYSO
*You must be new to Google Workspace – if you are already using Google Workspace, we are not currently able to migrate/transfer existing Workspace accounts without extensive work. In the future this may be an option.
Limits
*10GB per user storage limit
*Select advanced administrative options
What to Expect
After the request form has been submitted the Google Workspace team will evaluate and verify information and respond to the volunteer. If everything is in order the Google Workspace team will add the SAR to the Google Workspace account and create the SAR User Admin account for the requester. The Google Workspace team will communicate the user credentials and documentation to the SAR User Admin. We’ll provide assistance with creating a new user if needed.

The new SAR User Admin will be responsible for adding and managing their users.
Get Started
To get started, complete this form; https://ayso.io/GWRequest<nowiki/>. You will be added to an on boarding list, and be set-up in the order the requests were received.
Documentation
The documentation site has the best practices for security and creating new user accounts.

It is recommended that SARs create role based user accounts instead of named accounts. Accounts that use a role for a username will be easier to reassign or transfer to a new person in the future.
Card Being Declined?
What You Should Do If Your Card Is Declined

At this time, the fastest and most reliable way to clear a blocked card is to use the BILL/Divvy chat feature:

1. Open the help.bill.com site or the Divvy Help Center.

2. Use the Chat option to report the transaction as valid.

Proposed message if you tried to register for NAGM and the charge was declined below:

We are trying to register for an event, but the charges were declined for suspicious activity. This is a valid vendor as the registration platform for our annual National Annual General Meeting. There are 400+ accounts under the American Youth Soccer Organization credit umbrella, and many will be trying to register for this conference. Now the card is on hold and needs to be active, and the AYSO NAGM charges need to be approved.

3. Wait at least 24 hours (longer on weekends) for the card to be cleared.

4. Do NOT swipe the card again while it is blocked.

Repeated attempts can extend the block and delay the fix.

Why Chat Instead of Calling?

While the number on the back of the card suggests phone support, many users—including members of our leadership team—have waited on hold for 30–55 minutes only to be told that phone support cannot clear Divvy cards for AYSO accounts.

To avoid wasting your valuable time, please start with chat only.

Why This Is Happening

Divvy/BILL uses automated fraud detection. Unfortunately:

* There is no way for AYSO or Divvy to whitelist trusted or frequently used vendors.
* Even regular, valid purchases may trigger blocks.
* Online and cardnotpresent transactions are more likely to be flagged.

We Understand the Frustration

We know this situation is far from ideal. BILL/Divvy remains our only viable option at the moment because it provides the budget tracking, permissions, and integrations that align with AYSO’s structure. We are actively researching alternative card solutions, but so far we have not found another system that meets AYSO’s operational needs.

We truly appreciate your patience as we work through these limitations.

Tips to Reduce Future Declines

As shared previously:

* Use virtual cards for online purchases and recurring subscriptions.
* Use your physical card only for in-person transactions, whenever possible.
* Check your Divvy app under Transactions to see why a decline may have occurred.

AYSO Age Determination Chart for MY26-27
Beginning with the 2026/2027 season AYSO and other youth soccer organizations are changing to a more school year like age division system. Following extensive review and discussion, AYSO, US Youth Soccer, and US Club Soccer have collectively decided to move to an age group player formation cycle that runs from August 1 to July 31, starting with Membership Year 26, the 2026-27 season/registration year. This change was made based on additional critical feedback, data, and expert input to better align players with their school-grade peers. AYSO feels that this age group player formation will be the most inclusive and help increase participation.

AYSO Age Determination Chart for MY25
2026 spring leagues should continue to use the age determination chart below.

Proof of Age
Since the Region has an obligation to ensure that its teams are as balanced as is reasonably possible including that players are of proper age, it is considered a best practice to have the parent present a birth certificate (or other government issued document containing the Date-of-Birth) at least once upon initial registration in the Region. Foster parents may not be able to produce a birth certificate, in which case, it is recommended that the Region accept the player with the foster parent’s best understanding the player’s birth date.

Minimum Age
The minimum age for participating in AYSO is 3 years of age at the start of activities for AYSO’s Playground Soccer program. For all other programs, the player’s age is determined by the age they are as of December 31st in the year in which the membership year ends.

Regions are not at liberty to use any other date to determine the playing age of its players.

Age Divisions
The National Rules & Regulations define the standard Age Divisions as follows:
Division
5 years but not younger than 4 years
16 years and Under
19U
19 years and Under

Single Year Age Divisions
Regions with a sufficient number of registrants within a standard age division may, with the approval of the Area Director and Section Director, form single-year divisions within the standard age divisions described above. In some cases, a Region may institute single- year age divisions (i.e., 7U, 9U, or Birth Year, etc.) to accommodate a high number of registrations in certain ages. (Rules & Regulations Article III (G).

Combining Age Divisions
In Regions where there are not enough registrants to make any or all standard age divisions, divisions may be combined so that teams may be formed. In this case, it is strongly recommended that such combined age divisions not exceed a span of four years in the ages of the players. Consideration should also be given to how the differences in both physical and emotional maturity may impact player safety. Divisions with heading restrictions should not be combined with divisions that do not restrict heading. Combined divisions are classified on the basis of the oldest registrant and cannot, after the start of the season of play, be reclassified to a lower age division should the oldest registrant(s) leave or be removed from the team. (Rules & Regulations Article III (F).

Co-ed Divisions
AYSO strongly recommends that gender-specific teams be formed. However, in cases where there are an insufficient number of registrants to establish separate teams, mixed gender teams can be formed. The Region should remain focused on proper team balance in such cases. (Rules & Regulations Article III (K).

Transgender Players
AYSO accepts transgender players according to their gender identity, regardless of birth certificate and with no further documentation required. Acceptance of a transgender player does not change a single gender team to a co-ed team.
Playing Up an Age Division
AYSO’s National Rules and Regulations define AYSO’s Standard Age Divisions, consistent with US Soccer’s Player Development Initiatives, AYSO’s Age-Appropriate Coaching methodologies, and in the best interest of the player. From time to time, Regions may receive requests from parents for their child to be placed in an age division other than their standard division. These requests for an exception should be handled on a case-by-case basis annually and considered in the context of what is in the best interest of both the specific child as well as those children affected by the exception. In the vast majority of cases, placement in an age division other than that recommended by AYSO's National Rules and Regulations, <u>is strongly discouraged</u>.

Requests to “play up” in the next older age division may be considered if doing so would be of genuine benefit to the child socially, developmentally, as well as athletically and as long as:

*The Region secures formal written consent from the parents for their child and confirming that they believe their child is developmentally ready for that age division. Parents should acknowledge that this exception does not guarantee that future exceptions will be granted.
*The Region determines that the child is developmentally able to safely play and compete in the next division. Children restricted by age from heading the ball should not be allowed to play up in a division where heading the ball is allowed. <small>(National Rules & Regulations Section I, Paragraph 1)</small>
Media:25-04 Consent to Play Up.pdf

Similarly, requests for an exception to “play down” an age division may be considered if doing so would be of genuine benefit to the child socially, developmentally, as well as athletically.

Playground and Schoolyard Soccer
The AYSO Rules & Regulations require an exception to the Age Determination date for players in the Playground Soccer program. It requires the registration of those players who are 3 years of age by the start of soccer activities for Playground Soccer. This ensures that no player is younger than 3 years of age at the start of soccer activities.

Playground Soccer is a child development program using the theme of soccer to help children 3 to 5 years of age learn fundamental motor skills like running, skipping, jumping and throwing which required to play sports. Playground Soccer must not have any competition.

Schoolyard Soccer is designed to introduce soccer skills and the concept of a game to 4 and 5 year olds. It is considered a transition program to the standard team/ league play concepts of 6U, 8U, etc.

Under no circumstance, may children younger than 3 years of age participate in AYSO activities.Support AYSO

Division
